Go into the layers pallette and change it to "Multiply"
After that add in a new background layer and fill it in with the background that you want.
I don't know if you're going to digitally colour the person/it or not but if you just want the image/character to be white make another layer between the two and brush in the white where they are.

The problem with using multiply is anything that's not totally black will blend and merge with your background layer; so you still have to be really careful around the edges.

Pretty much the only solution is to, "cut out" your drawing from the rest of the paper. You can either use one of the selection tools, the pen tool, the magic wand tool, eraser tool, or go to Select -> Color Range and try and grab all the white.

Imo, the eraser is best, followed by the pen tool, then selection tools, then magic wand and select color range.
